§23.A.3 paraphrased says that people who have >1 year longevity are entitled to 30 days of advance notice (which the original 80 received even though we were not entitled to it) or could be furloughed at any time without notice, as long as pay is given for 30 days after the notice. Or it could be a portion thereof eg. 10 days notice and 20 days of pay, 1 day notice and 29 days of pay, 24 days of notice and 6 days of pay, etc.
§23.A.6 only guarantees 30 days of longevity from the day the furlough is announced.
For example, if ASA had announced the furlough on March 31 effective April 1, you (if >1 year) would accrue longevity through April 30.
