Perhaps they do know exactly what the costs are.

The state of Ohio subsidizes PSA Airlines for every New Hire who is trained in OH. So training continues to be in DAY, though most flying has moved to CLT. The attrition rate is about 100/yr for FOs. For FA's... fuhgeddaboudit.

Perhaps mesa has a similar agreement with NM?
