23 is how many they need. I wonder how many they are going to have to recall to get 23 back on property. People have moved on, signed training contracts, changed professions, resigned their seniority etc...
A lot of folks probably have found something else or changed professions or don't want take a recall because they'll get send back to JFK on reserve, but the economy is still pretty screwed up and a lot of people are willing to do just about anything to fly a plane right now, so I think they'll get 23 folks fairly easy. I'm sure they will make some phone calls first to see who wants to come back before sending out several dozen letters.
