Are you sure about this? I do not remember seeing this memo. Despite what order the standby list shows, if you go to the airport standby list you will see a different story. The retirees jump ahead of us in priority. It is always hard to tell what exactly is being done at the gate but you can confirm my theory by checking the airport standby list after your flight and seeing that the retiree got the last business class seat on the 13 hour international flight while you ride in the back.
