OR seperates the two distinction, therefore it could be an attempt to limit outsourcing of Mainline jobs to regional carriers too. We just have to wait and see. But, if this is the case, I'm willing to bet there will be a massive revolt against ALPA with regional carriers.
Besides ALPA has always exhibited a conflict of interest when representing the interest of Mainline carriers and regional carriers.
