H.R. 4788, the Aviation Outsourcing Preventio

Captain Prater recently sent out an update supporting this bill.

H.R. 4788: Aviation Jobs Outsourcing Prevention Act (GovTrack.us)

Does anyone have a guess on what this means or the impact it will have if passed?

Seems to me it applies both State-side and abroad sine the word OR seperates the two distinction, therefore it could be an attempt to limit outsourcing of Mainline jobs to regional carriers too. We just have to wait and see. But, if this is the case, I'm willing to bet there will be a massive revolt against ALPA with regional carriers.

Besides ALPA has always exhibited a conflict of interest when representing the interest of Mainline carriers and regional carriers.

I would be happy to see all the mainline carriers forced to fire their regional partners and then rehire pilots as mainline employees. Most people (except lifers who dug their own grave anyway) should look at that prospect as a good thing.

If this proposed law does apply to regionals (I haven't read it yet) I don't think that is how it would happen.

Correct me if I'm wrong, but if the law is changed and a contract no longer deals in legal activity, those contracts are null and void. Congress could phase in the new law, but I doubt they would make it apply to new contracts only.

As far as this creating rifts within ALPA, yes I see that happening, but not between majors and regionals as much as between wholly-owned regionals and independents. The wholly-owns would obviously want growth and the staple, and they'd be in a better place than they've ever been in to try and get it.
