To amend title 49, United States Code, to establish limitations on the approval of cooperative arrangements between 2 or more air carriers or between an air carrier and a foreign air carrier, and for other purposes.
Besides ALPA has always exhibited a conflict of interest when representing the interest of Mainline carriers and regional carriers.

I would be happy to see all the mainline carriers forced to fire their regional partners and then rehire pilots as mainline employees. Most people (except lifers who dug their own grave anyway) should look at that prospect as a good thing.

Ten years plus at a regional on a B scale only to start over with zero seniority flying the same passengers for the same company. We can do better.

Correct me if I'm wrong, but if the law is changed and a contract no longer deals in legal activity, those contracts are null and void. Congress could phase in the new law, but I doubt they would make it apply to new contracts only.
As far as this creating rifts within ALPA, yes I see that happening, but not between majors and regionals as much as between wholly-owned regionals and independents. The wholly-owns would obviously want growth and the staple, and they'd be in a better place than they've ever been in to try and get it.
