Default H.R. 4788, the Aviation Outsourcing Preventio

Captain Prater recently sent out an update supporting this bill.

H.R. 4788: Aviation Jobs Outsourcing Prevention Act (GovTrack.us)

Does anyone have a guess on what this means or the impact it will have if passed?

My understanding is that it is for OVERSEAS outsourcing but then again there is a bunch of ORs in there. Who knows... just have to wait and see.

To amend title 49, United States Code, to establish limitations on the approval of cooperative arrangements between 2 or more air carriers or between an air carrier and a foreign air carrier, and for other purposes.
Seems to me it applies both State-side and abroad sine the word OR seperates the two distinction, therefore it could be an attempt to limit outsourcing of Mainline jobs to regional carriers too. We just have to wait and see. But, if this is the case, I'm willing to bet there will be a massive revolt against ALPA with regional carriers.

Besides ALPA has always exhibited a conflict of interest when representing the interest of Mainline carriers and regional carriers.

I would be happy to see all the mainline carriers forced to fire their regional partners and then rehire pilots as mainline employees. Most people (except lifers who dug their own grave anyway) should look at that prospect as a good thing.

Plus one to this! Nothing would be better for the profession than ending the outsourcing. At best it won't happen until existing contracts expire but its not too much to ask in my opinion. If I buy a ticket on Delta then a Delta pilot should fly it. RJs, SAABs, Metros... all of it.

Ten years plus at a regional on a B scale only to start over with zero seniority flying the same passengers for the same company. We can do better.

Take it back.

If this proposed law does apply to regionals (I haven't read it yet) I don't think that is how it would happen.

Correct me if I'm wrong, but if the law is changed and a contract no longer deals in legal activity, those contracts are null and void. Congress could phase in the new law, but I doubt they would make it apply to new contracts only.

As far as this creating rifts within ALPA, yes I see that happening, but not between majors and regionals as much as between wholly-owned regionals and independents. The wholly-owns would obviously want growth and the staple, and they'd be in a better place than they've ever been in to try and get it.

I would be happy to see a winning powerball ticket in my possession.

We both have about the same chance.

It's fine to believe in big government and a return to airline regulation, but don't hold your breath because it's not going to happen.

Keep dreaming.
