Whoa! This is 100% wrong!

Only 121/135 employers are required to initiate the PRIA process when they hire you.

But they MUST send PRIA record requests to ALL past employers who employed you as a pilot in the last five years...

This includes part 91 and flight schools! They may not have any records, which is OK but the request must be sent.
