I think you should check that line of thinking. I understand your wanting to be recalled back quicker. The ability to bypass recall while maintaining seniority will actually encourage more to by pass and get you back on property quicker.
Many will accept recall because they fear it is thier last and only chance to get back into flying. If they have the ability to bypass they may be more likely to stay at thier current nonflying job a little longer because they know they can return later.
I think that people who would bypass would have to resign. I don't think there are too many people who would have bypassed would come back.
So I may not get back as quickly (I don't think it would make a difference) but in the long term I would have more numbers behind me.
They have had 2 years to figure this out. If they would have proposed it back before any talks it may have been easier to get done.
