If every pilot junior had been recalled prior to September 1, then the voluntarily furloughed pilot would still have the ability to decline until that date.

After September 1st, if there are still junior pilots who haven't been recalled, the voluntarily furloughed pilot still may decline recall until such time as every pilot junior to him/her has been recalled.
