It all depends on if you are part 61 or 141. Part 61.65 states in 61.65(d) (1) that you need 50 hours of x-c time as pic, of which 10 hours must be in an airplane. That is if you are going for an instrument-airplane rating.
Then you got part 141. Part 141.C (appendix C) 4.(a)(1) says you need 35 hours of flight time and in section 4.(c)(1) defines the x-c requirement.
All that to say if you do this part 141, you will not need the 50 hours x-c. However, if you fly with an instructor who is part 61, then you will need the x-c hours anyway when you train for you commercial.
