Yes, you can live off base if you'd like after UPT as well. The USAF can't make you live on base.
The USAF can make you live on base if they need to meet their min occupancy numbers for on base housing. True you can decline to live on base under these circumstances, but you will forfeit your housing allowance. Not many Lt's are able/willing to forfeit that to live off base.
