Sounds like hiring is canceled until next year and they are just getting the last guys through the interview process. I was given an interview date before the furlough guys started coming back en masse, so they gave me the choice of "interview now or interview later". I chose to get it over with, get 'hired' (knock wood), and join the list of poolies until the ground schools start up again.
