Until Chq, shuttle and republic starts to sell there own tickets, you are going to have a hard time establishing single carrier.
Additionally, with airplanes painted in different colors, UAL, DAL, USA, AA, F9, the NMB would have to contradict previous decisions to grant RAH single carrier.
There are also a number of operational differences that need to removed prior to any decision. It may happen in the future, but it is more than likely distant.
