There is a two part test conducted by the NMB. Hensens declaration to the nmb during the last petition only cited MWA(republic airlines), because that is the only carrier out of all the rah carriers that passes the first part of the test.

Anything can and probably will happen. If it was just republic and frontier it would be a done deal. I don't see how you can include the fixed fee operators that are not marketed and do not sell tickets. We will see soon enough, prob by the end of the year.
