Their main goal is to cut costs. Buyouts will lower their cost more than a furlough will. A buyout is a set cost and a furlough is just a prolonged pause which still ends up costing them much much more in the long run.
But who will they buy out? The ones topped out on the payscale? And who will replace them... the ones also at or near the top of the payscale. Buyout, would not save money unless they would be able to replace them with much less longevity.

I doubt they didn't know about this two weeks ago when the last class started. Guys walked away from jobs that might not be there. They said in the memo that they want to let everyone make plans for the future or some bs like that... where was that thinking 2 weeks ago?

I think comair did have pref hiring... it was the seniority number resignation issue.
