The hiring airline is required by law to send out the PRIA request. A US company, upon receiving a PRIA request is obligated by law to respond, although a part 91 operation may or may not have any relevant records.
I imagine they will send the request to the foreign airline, but of course they are probably not subject to US law on that, so they don't have to respond.
A hiring company is not required (to my knowledge) to wait until they get responses to all PRIA requests before they hire you. I think it would up to the hiring company as to how comfortable they are with not having that info.
