That's not true anymore. That's one of the main things that the FAA is working on, to make sure those are visible. This was one of the main issues with the Colgan Captain.
Stagechecks ,for a part 141 school, are not reported to anyone. They are kept on record at the school for a few years but to think that the FAA is going to retroactively go back into every old students folder to sift through the paperwork to see if they failed anything is just not going to happen. I used to perform stagechecks for a part 141 school. Most stagecheck failures were literally just written in the the students folder and filed away.
Right now anything that you get a pink slip or letter of disapproval for will go into your record at the FAA.
