Most of the "lifers" I know got off their duffs and applied the last round. Most would gladly leave if they knew they would not be a junior pilot for 10+ years at a mainline carrier.
Give them the option to keep their bidding seniority on their jet but with a mainline number they would be tickled pink. Think of a XJ type flow but with all of the fences being internal.
