The 1500 hour rule would not apply to part 91, you can still fly a C-172 with 250 hours.

I think the rule would improve airline safety, perhaps in a round-about way. What we need is more committed professionals, with maturity and good judgement. 1500 hours alone may or may not accomplish that, it would depend on how the hours were acquired.

But for many folks, the benefit will come from the process of GETTING the 1500 hours (and ME time) which will require several years of networking, financial discipline, and probable job hopping. Throw in some night prop flying in bad weather, and you will end up with something closer to a mature adult who appreciates the hard realities of aviation (as opposed to a frat boy with 300 hours from a canned training environment).
