The policy changed for what Nat'l believes is a better strategy. I would have to say personally, I think JCBA first is a smart idea.

Having said that, your question is better addressed to the CAL MEC. ALPA merger policy can be side stepped at any time by mutual agreement of both MEC's per the policy provisions.
