Be kinda hard since the XJ contract isn't ammendable. The JCBA process and the Section 6 negotiations that 9E has been mired in for the past several years are separate beasts. For XJ to "attain the right to strike," it'll be years after their current agreement is ammendable. If the two stay separate, the XJ pilots can't magically get the right to strike for the 9E guys. If the JCBA fails, don't look for XJ guys to be on strike for a LOOOONG time. At least, not legally. Would, as always, welcome the support at the 9E picket lines, though.
This instance has nothing to do with section 6 negotiations, but with what's considered a "major" dispute of a contract that falls under the RLA.
If a company tries a major violation of a contract, which moving airplanes would violate XJ scope, and the union follows the procedures outlined by the RLA, then they would be able to strike.
