NMB decision will probably happen late Feb/Early March.
"The strings attached regarding when and how it is going to be implemented" were agreed upon by all parties before the process even began. While the list itself remains a mystery, the implementation process has already been established per the RLA and the NMB.
I suspect the NMB will issue their ruling by late Jan/early Feb. (the big unknown being will they require an election, assuming they rule its all one airline. If so, this could hold things up for another 90-120 days)
Your statement that the implementation process has already been agreed upon is not quite accurate.
SOME things were agreed to in advance (like, that the new list won't take effect until - AT THE EARLIEST - after the NMB rules on the singlecarrier petition AND certifies the representative (union).
If you read the F9 and RAH proposals, you'll see that they have both asked that the new seniority list not become effective until such time as a new CBA is negotiated with management on the behalf of all the newly combined pilots!! (....hmmmm.....what's the keyboard code for displaying the "infinity" symbol?).
