History lesson. Or at least this was the theory when I was there.
Colgan's at-risk contract with US Airways from 1999 stipulated certain cities that Colgan was exclusive to, including ITH, SYR, CHO, MHT, ACK, MVY, ORF and PVD. What the exclusivity clause says is the Colgan or it's Parent (Pinnacle) can "lease" the flying back to US Airways at a premium. During the fuel spike of late 07-08 Colgan began pulling back from these markets. They "leased" the routes to US Airways who assigned PDT to the flying. That is why you see Colgan come back every now and again to do this flying.
