Question: Have they got 20% return of cards? If so, where's the constitution?

Well, I would assume that means they don't have the 20% return of cards. But the charge being made by ACL is that they are not complying with their "outline." If they have met the above percentages and not followed through, then that would be my understanding of "not complying with their outline." The thing is that neither you, ACL, nor I know how many cards they have received. So the accusation that they are not complying with their outline seems to me like a rather transparent attempt to discredit them without having any facts to back it up. That's all I'm saying. If you have actual facts that prove ACL's allegations, then please do share.

I agree. This is not impressive and doesn't bode well for the likelihood of DPA ever coming to fruition. Of course, I find ALPA to be equally unimpressive in terms of demonstrating any intent or resolve to restore our careers. Pretty much sucks for those of us who haven't given up on this profession.
