Does anyone know anything about a base matching clause for reserves in the contract?

Just saw a Cincy F/O whining up a storm about getting tagged in DTW with a DTW out/back. Said the trip should go to a DTW pilot and not a CVG pilot, even though he is legal for the trip.

Didn't they take that out of the contract a long time ago? Or am I mistaken
