The SIDA badge is only required for access to certain secure airport areas. I think this only applies to areas which handle 121 operations, but not certain.
135/91 employees do not automatically need a SIA, it depends on where they operate. Some 135 do need a SIDA if they happen to operate out of secure areas. Some 91 might also be in the same boat but I think you could find a 135/91 job that does not require a SIDA. You will probably be looking at smaller charter operations, the night freight guys probably go to enough larger airports that they might need a SIDA.
