There was a measure that would have allowed invols, to bypass recall and thus keep their benefits vs. turning down recall altogether and losing said benefits. My understanding is that another measure was attached to it which was to add a no furlough clause in addition to the bypass allowance. As a result both measures failed and invols not returning upon recall had to resign rather than bypass causing the lose of the travel benefits.

That is what I was advised as to how it went down. If accurate then I'll go out on a limb and say......one takes what he can get when in the weaker position, which clearly the union was. But in the usual fashion, the parties negotiating were unaffected by the results and walked away with nothing but inflated egos. They really showed the managers didn't they?
