That is exactly correct. And to further support this, Moak's article in ALPA magazine specifically states that ALPA national's highest priority is to use its resources to
ensure that collective bargaining agreements are in the best interests of the profession. Obviously, what is in the best interests of the profession will be decided by ALPA national/Moak.

ALPA national will never do that. What they
will do is remain nearly silent and extremely vague with regard to Scope. We will see a TA that keeps Scope the same at best, and gives up additional 76 plus seaters for pay raises and no-furlough clauses at worst. Then our local leadership will say "If you don't vote YES for this now, we will have to go back to the drawing board with new negotiators and who knows how long that will take." It will be at that point that you will have your proof that ALPA/DALPA cannot improve Scope for the majors.
