Let's be clear here, the investigators cleared the squadron on wrong doing in the "call sign" Controvesry. However, it appears the CO decided to give the ensign an adverse fitrep following the incident based on the investigation. As you know you cannot go after someone that filed a compliant via the fitrep..... So looks like a bad move by the Skipper in an attempt to land the Ensign in the hot seat..
