One side's delay tactics are another's SLI process. We're following it. The fundamental problem is that one side has nothing to gain in that process, and the other has nothing to lose. Hence the difference in how each side is pursuing this. If you are truly interested in the implementation of this list for non-selfish reasons (i.e. the furloughees), then you should be pushing IBT to sign a contract ASAP - one which will require preferential hiring of the furloughees, and their insertion in accordance with the SLI. Given that we'll probably be renegotiating a contract shortly after that, you have little to lose in doing so.
I used to be that I didn't buy the "race to the bottom" argument, but as I get older, I'm less inclined to settle for less. When we merge, the math is simple - if 2000 votes are getting a 10% pay raise, and 600 votes are getting a 30% pay cut, then we all know how that vote will work out. It happened at Westair when they had the option to merge with Mesa. I didn't understand why they would rather be out of work than take a 30% pay cut, but it's making more sense now.
