It seems that the government is doing a serious dis-service to us by not publishing it among along with the other procedures.
The Dalton departure is a local VFR procedure. It is not rocket science, you climb VFR to 1300' at 190KTS or less. At 800', you turn to 280 degrees. What you need to know is even if you obtained your clearence from TEB, you must remain clear of the class B until you pick up your IFR clearence from departure. ATC understands and expects this and I have never had an issue getting that clearence but I doubt the Feds would ever issue a chart for it.
They have created the RUDDY TWO DEPARTURE which losely follows the above departure but without the uncertainty.
