Council 66, 20, 74, and 108 all have local meetings scheduled in May. All of those council's published their meeting schedule at least a week before May bids close.

Council 66 meeting has Ken Rodgers/Pilot Director listed as the guest speaker. They are also advertising Cinqo De Mayo snacks being served since the meeting is May 5.

Council 20 meeting has Kingsley Roberts/MEC Treasurer listed at the guest speaker.

Seems to me like these council's not only want people there they are going the extra mile to give them a chance to bid to be there, and give them speakers for a reason to be there.
