Most airlines would like to do away with CASS, after all it cost them money with NO return to the bottom line. Contrary to what some may feel (or want) a free ride in the jumpseat is not a birthright. A C-207 Captain or a B-747 Captain, should both be given the opportunity to extent the courtesy. That said, the industry does have some captains (small "c") that use the jumpseat to punish other carriers or pilot groups who they think have done them wrong. IMO, that is SO wrong, but it seems to be best suited for a different thread than this one.

'Jump Seat' does NOT belong to a 'captain'!

It belongs to an airline that operates the aircraft! That airline has agreed, in principle, to allow other pilots/personnel to ride in the flight deck per mutual agreements.

Captains can/cannot allow a ride in the flight deck based on various reasons, but it's not his/her discretion to simply disallow the ride ‘no’ reason. There has to be a ‘reason’ for denial. Otherwise, the ‘jump-seat committee’ of each airline will take care of that ‘issue’!

I have never been denied a jump-seat. In fact, most captains have gone out of their way to ensure I/others have gotten on board!
