Because this gem was thrown in as a condition of implementation:
"American will implement the contract modifications contained herein for the same bid month and no later than the September 2018 bid month. The parties recognize, however, that vacation float directly affects staffing needs and American’s ability to implement the rigs.
American and APA thus agree that if total reduction in pilot 2018 vacation to be scheduled (accrued vacation net of PVDs) due to floated, banked, and deferred vacation is 30% or greater, there will be no impact to the implementation date of the September 2018 bid month. If, however, float is less than 30%, then implementation will be for the January 2019 bid month."
