Default Canada International Jumpseat

I am a AA new hire, so my apologies, i do not know a whole lot yet.

I’m in need to get to Canada, and the flight is full. Can I call the number and list as the primary for the flight?

Is international allowed to ride in the jumpseat? Do I pay taxes?

I appreciate any information ahead of time.
