I am requesting the proper method for the calculation of scheduled flight time in 24 hours for the proper evaluation of FAR 121.471.B/C.
Given the following intial situation.
Duty period #1
Report at 11:00 (utc day 1)
FAR 121.471 Flight – 12:00 (utc day 1) Departure – 16:45 (utc day 1) arrival – planned – 4:45
Release 17:00 (utc day 1)
Layover 12:00
Duty period #2
Report at 07:00 (utc day 2)
FAR 121.471 Flight – 8:00 (utc day 2) Departure – 12:00 (utc day 2) arrival – planned – 4:00
Release at 12:45 (utc day 2)
At the scheduled arrival of flight #2 the flight time in 24 is 8:45 = 4:45 (planned from day 1) + 4:00 (planned from day 2)

FAR 121.471 Flight – 13:00 (utc day 1) Departure – 18:01 (utc day 1) arrival – Actual – 5:01
Release 17:16 (utc day 1)
The layover is now 10:44
Duty period #2
Report at 07:00 (utc day 2)
FAR 121.471 Flight – 8:00 (utc day 2) Departure – 12:00 (utc day 2) arrival – planned – 4:00
Release at 12:45 (utc day 2)
The question is do I still use the 8:45 as calculated above
Or
Do I use 9:01 = 5:01 (actual from day 1) + 4:00 (planned from day 2)
If I use the 8:45 from above The layover is Not a reduced rest period, it may be reduced to 8:00 provided that I may still provide 11:00 comp rest and the comp rest period may not start after 23:00 utc ( 7:00 + 16:00)
If I am required to use 9:01, The layover IS a Reduced Rest period, 10:44 is less than 11:00. A Comp. Rest of 12:00 is required, and that rest period may not start after 17:16 (utc day 2), 17:01 day 1 + 24:00
