Default Customs

I've been moving aircraft from Asia to the States. Hawaii and Alaska let you make a fuel stop in US territory (Midway or Adak) and then proceed to a customs airport in their state. I asked a couple of airports in the lower 48 if we could do that and they said absolutely not. Anybody have any experience with this? I'd love to bypass Anchorage and go straight to the North West US.
