Long story short, hired by a regional back in 2015 when the CTP was new and airlines were waiting to get FAA approved to provide the course to new hires. I arrived on day one of Indoc, completed all the newhire paperwork, drug test, fingerprints etc. on day two I was pulled out of class and asked to go home until they had an approved CTP course. After a month at home, I told them never mind and went to another airline that had a CTP program in place to get my written done. Do I list this airline as an employer on my new application, even though training never started and was never paid?

PRIA consists of several parts. One is pilot records and you would not have any pilot training records. The second is drug and alcohol screening. Since you took a drug test at the first carrier, you'd be part of their program. So if you didn't list it and the second airline found out about it, you'd have some explaining to do. Because of this, I'd report exactly what happened. If you have any documentation, save it and you can give a copy to your new employer.
