So this is probably a long shot, but does anyone know of any low hour flight time jobs in South America to help build time? I'd like to build time and move out of the country for a year while doing so, and do not care about pay, just want some time. I know I would have to get a visa and I'd have to do some form of transferring my license to meet whichever countries standards/regulations, but want to start by asking if anyone has ever done anything similar?

There's probably lots of routes between Colombia, Honduras, and the Caribbean Basin..but not so sure you can log those 'kinds' of hours 
I don't know about South America, but there are plenty of low hour puddle jumping outfits in the Caribbean...not sure how low hour you are looking for though.

Most jobs in South America require you to be a citizen of the country. There are some exceptions, but for the most part, South America is a closed shop these days. You'd have better luck in Indonesia, Papua New Guinea, or bush flying in Africa. Have a look at Susi Air. LAN Chile has been known to hire foreigners in the past, but you need to speak fluent Spanish and you need to get the Chilean license now. Copa in Panama has hired foreigners in the past, but they are in Central America and you were asking about South America. In the past they required 1000TT, but lately they have been threatening to furlough pilots.
There are some jobs for foreigners in Belize but I think it's mostly P2F. Someone may have better information on that.
Hawaii is not a different country but you could take a look at Mokulele. Star Marianas in Saipan hires low time pilots.

Consider finding missionary work. Although it sounds like you're a low-time pilot; not sure how easy it would be to get on with a church group to fly their airplanes. Bit I recall about 8 months ago running into a guy who flew Caravans in Guyana or Suriname; he said they're ALWAYS looking for pilots, low time or not. Sadly, I don't have any more info, but I know they exist.
