Slacks, blazer, and a tie.

If for some reason everybody ignores the directions you will blend well. If not removing the tie makes you business casual.

I'd wear the suit, take off the jacket and the tie before you walk in. If you feel under dressed then you can always put the jacket back on.

If you show up underdressed because your idea of biz casual is different than everyone else's, then your screwed.

Just to "answer" this, I went to the job fair yesterday, and the majority were in business casual attire: slacks, dress shirt, no tie. A handful had a tie on, and a few had a full-on suit.
