It was withdrawn because the SIG loses strategic points for challenging pairings 3 months in a row when they are being flown voluntarily.
They said they were going to keep an eye on it because:
Sec 25.BB.E.6.If a pairing routinely goes into operational limits that pairing shall be rebuilt.

Not necessarily, but almost always. You could bid the last VTO and junior folks to you could get 'higher' numbers...why you would do that I don't know.
This language was put in the new contract to keep the VTO building honest, particularly to keep the junior LCA's from getting to cherry-pick good trips onto their VTO.
