You can have a line that pays 92CHs (71CHs + 21 c/o CHs) and you can have a higher paying BLG of 75CHs and no carry over. Bidding highest BLG w/ c/o will get you the highest "total" BLG of the current month + c/o, not necessarily the highest BLG for the current month.

In theory.... All non C/O lines could be 75 hrs and all C/O lines could be 69 hrs plus C/O. If you bid highest paying line with C/O you would only get 69 hrs on you line plus the C/O. The converse is also true when bidding Highest paying line without C/O.
There is no way to bid highest paying line. At least that I'm aware of.

Tell me about it, 4 Arpt Stbys with two launches in a month. Finished up April with a whole 21:08 of leveling. But if you want the highest paying line, or are bidding anything but the top or bottom 10%, Fastbid is the way to go.

I've drafted my wife a number of times to do the 0100 trip trades (I live in EST), but I usually have her set it up while she's still awake, like at 2200. Then, she wakes up at 0055, opens a new window, logs on, and sits with her key over the enter button on the other windows she already had set up. I don't always get what I want, but she's done a good job.
Now, having her do my monthly bid... NO WAY!
