I did the change SSN and got the temp with new # and "english proficient" statement. After you request the # change go back to main menu and ask for the temp certificate via email and the PDF will include new # and "english proficient" statement.
Best part - it was free - well it would be free anyway because company pays but this way you don't have to deal with the FOX System.

I'd done the SSN before and got the quick temporary, but it didn't have the "English Proficient" statement. Someone that was standing next to me, changed their SSN and hadn't received the temporary after 15 minutes or so.
I think the second FCIF cleared up that the FAA wasn't quite ready for this.

When I paid last night for the new license and requested the temp, it did not have the 'I speaka da English' endorsement. I just requested another and it had the endorsement. E-mail was in my hands in less than two min.
