UPS Realignment/Displacement bid is out!
Finally, the first shoe has dropped, and UPS is beginning to adjust the fleet staffing levels. Although there is a loss of 10 Captain positions overall, this is not even close to some of the doom and gloom that continues to be gossiped about at the sort.
To: All Crewmembers From: Bryan Conley, Manpower Planning Date: January 26, 2009 Re: Realignment Vacancy Bid 09-101, Displacement Bid 09-201 General Information Realignment Vacancy Bid 09-101 and Displacement Bid 09-201 open on January 26, 2009. Realignment Vacancy Bid 09-101 will close on February 9, 2009, followed by the close of Displacement Bid 09-201 on February 23, 2009. Realignment Vacancy Bid 09-101 will add crews across the system to account for network changes, attrition, and increasing vacation requirements. This bid will also realign 38 Captains and 39 First Officers from the DC8, and 8 Captains and First Officers each from the B-757 Ontario domicile. Positions remaining in excess on the DC8 and B-757, after the close of the realignment bid will be displaced in Displacement Bid 09-201. Displacement Bid 09-201 will displace up to 48 Captains and 39 First Officers from the DC8, and 8 Captains and First Officers each, from the B-757 Ontario domicile. There is a net reduction of 10 Captain positions in these bids. The displacement of crews from the DC8 is a result of the 2009 network plan. The realignment of B-757 Ontario crews to Louisville allows us to better utilize these crews in the current and future network plan. Please read below for details on network changes, aircraft retirements, and acquisitions which have influenced these staffing decisions. Training will start as early as March 2009. The bulk of training class dates on all fleets will begin no later than the second quarter 2009. Training dates will be bid in accordance with Article 10.C.1.h. of the Agreement. Training date bidding is planned to open February 26, 2009. Crewmembers that will be between the ages of 63 and 65, contractual bypass-able age, by the effective date of this bid, will probably be trained for any bid awarded. |

CPT vacancies – 46 (33 SDF domiciled) FO vacancies – 57 (55 SDF domiciled) No bypass if under age 65 at effective date, thus bypass is virtually non-existent. FO over-60 bidders – 43 FE over-60 bidders – 40 Probably all CPT vacancies will go to senior over-60 bidders. Some other CPT’s may choose to transition, and unless in DC8 or ONT, will create a recurring vacancy in their spot. All over-60 FE’s who want a window seat in lower-48 can have one. This will clear out this group from the DC8 FE position. Five of the FE bidders turn 65 in 2nd half of this year (after June 15 effective date). Quite a few more are on medicals, but cannot predict if they will bid. After displacement, DC8 manning will be about 71 CPT’s, 76 FO’s, and 146 FE’s. How can there be 146 DC8 FEs after the displacement bid? If the company has created additional vacancies in the realignment bid for FOs and CAs and most of the over 60 upgradeable FEs upgrade, won't that number shrink to the low 100s? (With the nobidders that number would shrink more to a level similar to the remaining CA and FOs. ) |

The company is not getting rid of any FE positions! They are going to carry an excess! The company is smart, after the entire trickle down displacements happened, the most junior will fill the empty spots left by the old dudes moving to the front seat! The number will remain the same and 146 of the most junior will be sitting sideways!

There will still be old guys in the FE position. About 40-some over 65 I think (after the 747 guys get trained, minus retirements), plus those who do not choose to upgrade.
Roberto I count 103 vacancies vs 93 displacements? |
