I believe only if the fare qualified for 1st. I have never had a problem claiming the JetBlue $40 transcon legroom seat fee, but the flights were over 5 hours total. For the $15 exit seat on a MEM-MSP leg, I really don't think so, because my UA "Economy Plus" seat fee was rejected a few months back.

If you're talking about Economy Plus on UA and such, yes. I've do it all the time. Be careful with United. If you upgrade on line, it doesn't always give you a receipt option after you pay with your company credit card. Print the page before you submit.
