UPS would probably be happy to follow the new rules in place of the current contractual rules in the CBA...

HA HA HA! UPSS will never voluntarily agree to anything that has no benefit to them. As far as they are concerned, we are rested plenty right now!

Following up on a promise he made in December, after the U.S. Federal Aviation Administration announced the new work-hour restrictions wouldn’t apply to cargo carriers, LaHood said today he’ll try to use the power of persuasion.
They don't see a need to ethically justify their actions and now they're going to persuade us to do something? I wasn't quite sure before but now I'm convinced this LaHood character is self medicating.

Don't worry, they'll be back to forcing the next "deal" down our throat in no time.

Not sure why ups would opt into this as they just spent millions of dollars to get the cutout to begin with?

They are not going to opt in. However UPS is setting themselves up for a huge lawsuit and possible criminal negligence if there ever is a fatigue related accident that hurts someone on the ground. The FAA has stated that the current rules for cargo airlines are unsafe and the only reason UPS was excluded was because of cost. UPS is aware of this and they are choosing to continue the unsafe scheduling because of cost. There is at minimum a potential for a huge lawsuit and in my opinion a potential for prosecution for criminal negligence if there is an accident that is fatigue related.
