need to be in your current seat (active) for 18 months to be allowed to bid/awarded a down or lateral position.

once you activate into your down/lateral then you are frozen for 24 months. Projected training dates can play into if you can bid or not and that is up to the Company.

The beef an MD11 FO MEM would have is that they would never reach the percentage that they bid if those slots go unfilled. Say one of them bid ANC 60%, MEM 90%, ANC 70%, MEM 100% and got awarded MEM 90%. If those 98 slots go unfilled that FO should have been awarded ANC 70%.

Might as well complain about all of the people that are at the bottom of the list that will never train as they are in a training position in another airplane. They count against your percentage also.

I doubt there are 98 people training in another airplane on any one list. In this case that's about 20% of the seniority list (~460). But if that's OK with you then what can I tell ya? In the case where someone bid percentages and was awarded the MD (but not at the actual bid percentage) it is an abrogation of seniority.
Really, it's just another example of the mindset here: it doesn't affect me so it isn't a problem. Yeah, until it is.

Please forgive my ignorance. If this is the 12-01 bid, am I to assume any vacancies not filled would be filled by new hires? I've heard rumors of 500 new hires this year. No calls yet...

I'm afraid you got some bad gouge. There have been 80ish new hires since Jan, and there will be about 112 more (16 new hires x 7 months) this year. Nowhere close to 500. Already putting new hires in wide body F/O seats.

Your ignorance is forgiven. Go in peace.

No apology necessary. I believe there will be quite a few unfilled spots in HKG.
