Whenever I hear the head of a lare government agency talking, all I can see is Mel Brooks as the govenor in Blazing Saddles telling everyone "we have to protect our phoney baloney jobs." If you try to economize, find a cheaper way of doing things, or cut the size of your organization, you are a failure. There is no incentive in any government program to save money. Your only job is to grow the organization and take on more responsibility in more areas. Once a government program is started, it will take on a life of its own and has virtually no chance of being cancelled. You need an ever larger budget funded by ever increasing tax revenues.
