Nobody asked me, but you know what I think?
I think there are two obvious alternatives here:
1) Amazon follows the DHL model and outsources.
2) Amazon follows the FedEx/UPS model and brings everyone "in-house" as "captive" employees.
Here's what I know: Amazon started down this path after a couple rough winters with both UPS and FedEx. Their concerns were called "delivery failures".
If Amazon THINKS they can achieve BETTER performance by low balling the entire operation a la' DHL they are going to have a very rude awakening in the air freight industry.
If first class outfits like UPS and FedEx CANNOT perform to Amazon standards then there is no hope if Amazon chooses to continue utilizing dirty ACMI outfits--of which I'm a proud member.
Their only hope of achieving what they *seem* to be pursuing is to run this operation like ANOTHER first class operation and give UPS and FedEx a run for their money.
But you know what they say about how to make a million dollars in the airline industry?
Start with two million.

Well, seeing as Amazon is already cozying up with DHL I'd say there's really only one alternative.

Want to bet that the land upon which the hub is built is just rented long term. Bet it also has clauses to terminate or buy out the lease as well
