I also know a local 900b that pays 90K for PICs....they go through people every 6-12 months, even in this economy. They cant get a local, so they move somebody from bumfuk and within months they start networking and realize how bad they are getting screwed...and they leave.
There are large corporations who fly 50EXs who pay 80K. They will quickly tell you that its "cheap" to live here. I hope so.
Basically, ignore the survey numbers....they mean $hit. The opening is going to be based on the level of experience they are looking for and the local market. If they want previous Falcon INTL PIC time with a good background they will have to pay well, even today. If they are looking for a "Captain" in training for low pay they can pay low and get regional/charter guys looking for better QOL. Nothing wrong with either IMO, if thats what they need.
Way too many variables to rely on an NBAA/Stanton survey. Give us location, details on postion etc and you will get a better number....of course, its going to pay what its going to pay! A range is already in mind. I can tell you your negotiating will remain in a small range, especially if you are asking about salary info on a web board.
A 91 job with "supplemental 135?"...sounds like a 135 job...lol. They dont always pay less BTW.
Good Luck!
